  一.提出索赔申请。进出口货运保险索赔可分为以下两种情况:
  1.属于国际货运出口货物遭受损失,对方(进口方)向保险单所载明的国外理赔代理人提出索赔申请。中国人民保险公司在世界各主要港口和城市,均设有委托国外检验代理人和理赔代理人两种机构,前者负责检验货物损失。收货人取得检验报告后,附同其它单证,自行向出单公司索赔,后者可在授权的一定金额内,直接处理赔案,就地给付赔款。
  国际货运进口方在向我国外理赔代理人提出进出口货运保险索赔时,要同时提供下列单证:
  (1)保险单或保险凭证正本;
  (2)运输契约;
  (3)发票;
  (4)装箱单;
  (5)向承运人等第三者责任方请求补偿的函电或其它单证,以及证明被保险人已经履行应办的追偿手续等文件;
  (6)由国外保险代理人或由国外第三者公证机构出具的检验报告;
  (7)海事报告。海事造成的货物损失,一般均由保险公司赔付,船方不承担责任;
  (8)货损货差证明;
  (9)索赔清单;等等。
  2.属于国际货运进口货物遭受损失,我国进口方向保险公司提出进出口货运保险索赔申请。当进口货物运抵我国港口、机场或内地后发现有残损短缺时,应立即通知当地保险公司,会同当地国家商检部门联合进行检验。若经确定属于保险责任范围的损失,则由当地保险公司出具《进口货物残短检验报告》。同时凡对于涉及国外发货人、承运人、港务局、铁路或其它第三者所造成的货损事故责任,只要由收货人办妥向上述责任方的追偿手续,保险公司即予赔款。但对于属于国外发货人的有关质量、规格责任问题,根据保险公司条款规定,保险公司不负赔偿责任,而应由收货人请国家商检机构出具公证检验书,然后由收货单位通过外贸公司向发货人提出索赔。
  进口货物收货人向保险公司提出索赔时,要提交下列单证:
  (1)进口发票;
  (2)提单或进出口货物到货通知书、运单;
  (3)在最后目的地卸货记录及磅码单。
  若损失涉及发货人责任,须提供订货合同。如有发货人保函和船方批注,也应一并提供。若损失涉及船方责任,须提供卸货港口理货签证。如有船方批注,也一并提供。凡涉及发货人或船方责任,还需由国家商检部门进行鉴定出证。若损失涉及港口装卸及内陆、内河或铁路运输方责任,须提供责任方出具的货运记录(商务记录)及联检报告等。
  收货人向保险公司办理进出口货运保险索赔,可按下列途径进行:海运进口货物的损失,向卸货港保险公司索赔;空运进口货物的损失,向国际运单上注明的目的地保险公司索赔;邮运进口货物的损失,向国际包裹单上注明的目的地保险公司索赔;陆运进口货物的损失,向国际铁路运单上注明的目的地保险公司索赔。
  二.审定责任,予以赔付。被保险人在办妥上述有关索赔手续和提供齐全的单证后,即可等待保险公司审定责任,给付赔款。在我国,保险公司赔款方式有两种:
  一是直接赔付给收货单位;
  二是集中赔付给各有关外贸公司,再由各外贸公司与各订货单位进行结算。
